Keun-Wook Paik

Senior Research Fellow

Keun-Wook Paik  is an acknowledged authority on Eurasian energy, in particular on Sino-Russian oil and gas cooperation, China’s natural gas industry, and DPRK’s offshore oil exploration. He is also currently an associate fellow of the Chatham House Energy, Environment and Development Programme. He is the author of Gas and Oil in North-East Asia: Policies, Projects and Prospects (London: Royal Institute of International Affairs, 1995), and co-author/supervisor of China Natural Gas Report (China OGP, Xinhua News Agency, and RIIA, 1998). Dr Paik has contributed almost 50 papers to a myriad of publications including: Energy Policy, Journal of Energy and Development, Geopolitics of Energy, The Pacific Review, Oil & Gas Journal, Petroleum Economist, FT Asia Gas Report, China Daily Business Weekly, China Brief, and Asia–Pacific Review. His book Sino-Russian Oil and Gas Cooperation – The Reality and Implications (OUP, 2012) has also been published in Chinese (in January 2013) and Korean (in March 2014), with a Japanese version (in January 2016). In 2013, he was invited as adjunct professor by both Yonsei University (South Korea) and by China Petroleum University (Beijing). In 2015, he was also invited as guest professor by Jilin University.

[post_content] => The new energy policy of Moon Jae-In's administration aims to swing radically from coal and nuclear towards renewables and LNG for power generation. During the last 12 months the priority given to the expansion of renewable energy has been overwhelming and the support for the expansion of gas not as strong as many observers had expected. This paper aims at examining the characteristics of this new energy policy and its implications for the gas industry, in particular the expansion of LNG imports.

[post_content] => This paper is an update on the book 'Sino-Russian Oil and Gas Coooperation' by Keun-Wook Paik published by OUP in 2012. It aims to explain the importance and implications of strengthened Sino-Russian oil and gas cooperation; it also tries to analyse whether this level of cooperation could move into a strategic level. It reviews the changing characteristics of Sino-Russian oil and gas relations, from symbolic and scratching-the-surface levels during the 2000s, to the meaningful and substantial levels seen in the 2010s, based on the two major crude supply deals in 2013 and the two major gas deals in 2014. It explains the real capacity and the limits to Russia’s oil and gas exports to China and the main drivers of Russia’s ‘Pivot to Asia’ policy. It also explores China’s domestic gas supply capacity in the coming decades, and at elaborates on both the role of the WEP corridor development for pipeline gas imports from the Central Asian republics and Russia, and the potential of LNG supply to the coastal provinces. It covers price and financing factors, and the issue of multilateral gas cooperation in the north-east Asian region and the implications of Sino-Russian gas deals for future LNG projects.
