Adversity and reform: Ukrainian gas market prospects

This Energy Insight looks at how far the Ukrainian gas market, one of Europe’s largest, has moved away from a model based on large-scale Russian imports and post-Soviet economic relationships, towards a new set of arrangements underpinned by closer integration with the European market. The transition is taking place against a volatile political and economic background of the military conflict in eastern Ukraine and the economic slump that has accompanied it. This article considers the progress of Ukraine’s efforts to minimise Russian gas imports, and to raise domestic gas production, and of Russia’s transit diversification policy. It surveys the changes in Ukraine’s domestic market.
