Performance-based formulaic resource allocation – a cautionary tale

This OIES Energy and Environment Working Paper is the third and final study on resource allocation which Dr Benito Müller has been engaged in over the past year – the previous papers being on the Allocation of (Adaptation) Resources: (September 2013) and on Quantity Performance Payment by Results: (July 2013).

This Working Paper looks at the lessons to be learned, in particular for the Green Climate Fund, from the Performance-Based Allocation (PBA) system of the
World Bank’s International Development Association (IDA), and the Resource Allocation Framework (RAF) as well as the System for Transparent Allocation of Resources (STAR) of the Global environment Facility (GEF).
