The EU “Target Model” for electricity markets – fit for purpose?

The Commission has proposed a “Target Model” for electricity markets as a basis for the development of the single market in Europe.  This Comment, by Malcolm Keay, looks at whether the model is fit for purpose.  It suggests that while the model  adequately fulfils the single market objective it seems to have serious failings in other areas and in particular is not well suited to a system with growing quantities of intermittent renewable generation.   This is likely to lead to increasing strains as Member States pursue their climate change objectives.
