Howard Rogers
Director, Natural Gas Research Programme

Howard Rogers joined the Institute in January 2009 and succeeded Jonathan Stern as Director of the Natural Gas Programme in October 2011. Prior to joining the Institute Howard was with BP for 29 years, mostly in business development, strategy, planning, mergers and acquisitions and negotiation roles in upstream oil and gas in European, North American, Middle East and FSU locations. In 1999 Howard joined BP’s Gas and Power division and in 2003 he became Head of Global Gas Fundamental Analysis. In March 2010 Howard published his first OIES paper ‘LNG Tradeflows in the Atlantic Basin: Trends and Discontinuities’. In 2011 a working paper looked at the impact on the UK market of increasing import dependency and the interaction between gas in the power sector and intermittent wind generation. He also co-authored a paper on the transition to hub based pricing in Europe with Jonathan Stern. In early 2012 Howard published a paper on the impact of North American production and Asian demand on future European gas supply and pricing. Both these latter papers provide the basis of chapters in the 2012 OIES book ‘The Pricing of Internationally Traded Gas’. Howard’s most recent paper ‘Gas with CCS in the UK – Waiting for Godot?’ examines the complexity and slow progress made by CCS in the power sector despite support at the policy level.
